Stresses the importance of factors others than the Nazis in provoking and carrying out the Holocaust, such as the attitudes of the civil populations in Germany and in occupied countries, and the stance of the Allies and of the Protestant and Catholic Churches. Asserts that, after the war, world opinion tended to trivialize the evil done, and that in the best case the memory of the Holocaust has been "static", solely commemorative. Advocates a "dynamic memory of the Holocaust", which would keep alive the awareness of evil through education.
